Whitehall incorporated in 1947 and reached city status in the fifties, and its own history is unusually candid about what it was: in the 1940s and 1950s it still had working farms, and it was a mixed-income area of mainly small houses. Casto's Town and Country opened here in 1948 and is credited as the first shopping center strip in the country. The 2020 census recorded 20,127 residents, with over half identifying as Black, African American, Hispanic or Latino.

Those small post-war houses are the flooring context. Compact rooms, plywood or board decks on wood joists, and seventy-odd years of successive floors laid over one another. Three things follow from that.

The first is level. When a house is small, a floor that changes height at every doorway makes it feel smaller and more chopped up than it is. Running one continuous product through the living space — and getting the transitions right where it does have to change — is the single cheapest thing you can do to make a compact house read larger.

The second is the deck. Seventy years of movement means panels that were never properly fastened, and a squeak that is easy to fix with the floor up and impossible once it is down. We screw the deck off before anything goes over it.

The third is honest specification. In a house of this size, the total square footage is modest, which means the difference between a mediocre carpet and a genuinely good one is a smaller number than people expect — and the cushion underneath it matters more than the carpet above. We will tell you where the money is worth spending and where it is not, rather than quoting the top of the range because we can.
